Is a talis any good?? for a force..?

It's slow, and has a ridiculous third attack. It doesn't boost any techs, I believe. If you want to hit a single target far away for small damage, but don't have the ATA to equip a first generation gun, then use a Talis. It saps TP from enemies, but you can find that on a handgun.
