Say It has....

10% Native
and
20% Hit

does that mean in the forest its %30?

btw, wheres the guide that tells you how much total damage a % weapon inflicts?

No. It means your weapon will gain an additional 10% ATP when used against Native enemies. And it means that your weapon will add an extra 20 ATA (on top of its base ATA bonus) at all times.

Also the answer is what vulpes said. Say it says 25 to A.Beast and 50 to Hit. THen you get an extra 50 ata (not 50% i think, just 50 ata) and also you get 25% of the weapons ATP added on when you fight A.Beast enemies.

SO in this situation if your weapon was 100 ATP it would effectivly add an extra 25 ATP and 50 ATA.
