What does the HIT PERCENTAGE on a weapon do??? Not all weapons have HIT percentage though, what makes a weapon have a HIT percentage and what does it do?

I'm not 100% sure, but i think it increases your chance of getting a critical hit.

The hit percent on a weapon just makes you have a better chance of hitting the enemies. Not all weapons have hit % but in ultimate where it is much harder to hit the enemies I would highly suggest using a weapon with some good hit percent.

Yep, its almost like the weapon is actually giving you an added ATA bonus to your character. When getting unknown weapons tecked and there is a Hit % there, try to get this as high as you can when its tecked.

Hit % is a random thing just like any of the other % (seems a little rarer though). It only shows up when a weapon has it.

I believe it adds a direct amount of ATA. SO a hit 50% would add an additional 50 ata.

Also when you find an untekked weapon with hit % you can keep saying no until he gives it to you with +10% of it's original value. ie: you find a Yasmikov 7000 with 20% Hit, keep saying no until it appears with 30%. It may cost you a few thousand bucks but it is worth it (extra 10 ata = sweeeet that's 66% a god arm gives you so DO IT).

I am pretty sure it adds a percentage of your own attack power into the attacks on creature of that type. IE: A rifle with +10% altered does 10% more damage to altered beasts then to native beasts.

Hit % on a weapon linearly translates your ATA. 50% hit gives +50 ATA towards an attack on any type of enemy.
