I think I have a similar problem with the exception that I couldn't even play PSO2 a single time((. I downloded and install game setup from Arks-layer, updated it and installed eng patch, large files and story patch (spent like half a day on all this patching). Then tried to run the game for the first time and it failed throwing me to GameGuard troubleshooting page. Installed GG from that page, updated it - nothing changed except now just nothing happens. I heard there are a lot of people with this GG problem but is there any solution? And does full reinstall even work for anyone except the OP?
Well while waiting for the answer I'll reinstall everything (and waste another half a day..), hope it works.
btw I have Win7 x64
