how could i get Chu Chu Fever offline? do i have to combine a couple things or is it only from holiday rappies?

Well you'll still need a chu chu mag, using a cell from online to make one. All else you need is a spirit garment and be lv 101.

If I remember correctly it adds +1 DEF and +1 EVP. Which begs the question, why do I see HUs wearing it in Ult?
