Quick Question on TP Regeneration

Is the speed TP regeneration based on MST, TP, or your level?

I assume its based on level. I may be wrong on the specifics though.

My HUcast for example generates HP when standing still. At Lv. 1 it took a few seconds to get 1 HP, at Lv. 50-ish it is much faster, closer to 1 sec for 1 HP. I don't believe that the generation is based on my HUcast's HP level through my experience.
