Video looks, jerky.

So I finally got to start playing after 2 long weeks of downloading, and the screen seems to be jittery, like the frame rate is low. When I am not changing my point of view, everything is fine, but once I start moving the camera, it seems to stutter very slightly as the camera moves to its new location. Basically when the camera is in motion its jerky. Smooth when I am not messing with it. Does anyone know a video setting that could change that?

What is your computer specs and if you have a controller plugged in, it can interfere with the game if the sticks and such is not centered on them.
