Remodeling issues.

Allright, so I've acquired a "western theme/C" for my room, however when I access my room terminal, the remodeling feature is greyed out and can't be selected. The item can't be used, and taking all of the furniture out of the room has no effect.
Everywhere I've read says you need a "remodeling ticket" to remodel your room, but the theme is labeled as a remodeling ticket, and I can't find any relevant item in any relevant shop.

Is there something I'm missing here? Like do I need to be premium to acess this feature? And if so, why let me purchase these items if I can't use them? Seems silly.
