PSO2 Tweaker instantly crashed as I open it.

I tried reinstalling NET Framework twice.
-Updating Windows.
-Redownloading the Tweaker.
-Run as Admin and other compatibility.
My specs are:
Windows 7 Ultimate 32-bit SP1
Intel Core2 Duo CPU E7400
2.0GB RAM
NVIDIA 9500GT
Also,is there anyway to open PSO2 without the pso2launcher? Since the file checking is really slow and it fails halfway all the time.
