Crafting non 10* weapons

It seems like this may be obvious to answer but who knows. Would it be more wise to craft a weapon, say the strongest 9* available to get the most out of it's attack increase, or could you craft a 7* weapon that is much weaker and arrive at the same result as the 9*?

7-9*s are in the same category, so they would have the same base stats after crafting.
