I think I got some quests, from an NPC at the hub with the shops and everything. I'm playing the Vita version, so I don't have the english patch, is there any way for me to figure out what to do for them without it?

If it's a regular client order, which are what quest are called in this game, then you could start looking here: http://pso2.cirnopedia.info/orders_client_overview.php#nav then select the npc who gave it to you.

If the quest was from a black haired woman with a lab coat and glass and you cannot find her anymore, then it's related to the matter board, which is the story mode with requirement to unlock and progress: http://pso2.cirnopedia.info/matter_overview.php#nav.
