Ok, new to premium, and therefore the trading/selling. What I'm wondering is if it's something I can get without having been around for the AC scratch, and if so, how much would one run?

late response, but i guess better late than never.

You dont need premium to purchase items in the player shops all you have to do is search for
" 赤原礼装" (minus the qoutes) in the shop and that will return you a list of all the akahara reisou outfits for sale.

Edit: as for the price on ship 04 male outfits usually go for around 140k max so my guess would be in the ballpark of 100-200k
