I need help with this problem

This is my first post on pso-world so i apoligize if i made some mistake but i really dont know what to do any more.
Yesterday my game was working perfectly like always, i was doing XQ until like 4 am my time, then i went to sleep, and today i woke up and when i ran the Tweaker, 2 out of 3 times i would get "...server appears OFFLINE"

even tho when i asked other people they will tell me they were playing the game right now so i didnt really know why that was
now the weird part, i start the game, and same as the tweaker, some times it will give the green light but other it will just display the servers as unknown

and when i try to log in, after typing my password, after a long loading time i will get the 249 error message

but some times it will actually connect and let me get in the game, but the game will load awfully slow, it will take like 10 seconds to load anything like checking a npc's Client Orders and such, but if i try to go to another block or to my room or any where else, i will get this error message

i seriously have no idea why this is happening, i would make sense if it was part of the SEA ip block thing i've heard about, except i am not from that area lol i live in Argentina so thats the reason of my bad english, but aside from that, i have no idea why this is happening and i really need some help :x
i will try to get into the game again peridiocally, ill update if anything changes.

lol i actually ended up re installing windows, so now ill re download the game and check if it works, if it doesnt then we can discart it was from something that my computer had installed

They said that there was work being done on one of the main cables for the internet. You might just be affected by it, unfortunately. That, or call your ISP and ask if there's any maintenance going on.

You can check with your ISP, and do a speed and ping test to a server in Tokyo to see if anything in between or if it's your connection connection to Japan.

i was gonna re install my windows at some point anyways so i did that, and i luckily had a 14 gb pso2 installer already downloaded from a while back (lucky i didnt deleted it!) so i only had to download about 6 gb again, i even re downloaded the tweaker, so it was probably something that i had installed in my pc, if any one else haves this problem you can try re downloading the tweaker, re installing pso2, and if that doesnt work, then re installing your windows to make sure anything you recently installed was messing with it or something

i had this problem just a while ago, i just logged out and restarted my pc and it fixed it

error code 249.... thats most likey an ip ban... someone alread posted a solution on how to fix this if you searched the forum closely...
