Can't make a character, BLACK Screen

After logging in I click Create Character and it plays the cutscene.

I press "ESC" to skip the cutscene and a black screens appears, I've waited on this screen for 30mins and nothing happens. Why is this happening?

It's most likely due to an outdated English patch. Or remove the Story patch from the Tweaker.
