Unlocking shop items

Does anyone know if the items in shops ( clothing/room items specifically) are unlocked based on character level or story progression? I'm planning to start new with a friend soon so I was hoping it'd be based on character level since there's no way to do the story together :-?

I'd appreciate any and all help with this

Story progression. More is unlocked when you beat the hard mode version of the story.

You could always buy the items through another character and put it into storage for and take it out on a different character.
