Error Error 249 keeps happening (havent connected in 5 days!!)

I dont know how to go about fixing this. My internet connection is good and everything is updated...

Have you been playing with a proxy in the past? If not, your ISP may not be able to connect to the servers and will require a tunneling software to connect to the servers.

so i was just playing and got a 630 and now i am getting the 249 error and can no longer go to the website ive never had problems before is my isp blocking it now all the sudden?
