Proxy server Installation issues [Archive]

I am having a problem installing the proxy server. I have tried installing through the tweaker, and when that failed, I tried installing manually. When installing manually, I think I found the problem. The host file that needs editing is being used by another process, and therefore I can not save the edits. I am pretty good with computers, but this ones got me. I'm not sure how to determine what is using the process so I can manually disable it, at least long enough to install the proxy. Please help.

Also, here is the error report from the tweaker if that may help.

you can manually edit your host files to work with the tweaker:

You can go to CyberKitsune's (http://pso2proxy.cyberkitsune.net/bluepill/) Website and choose no Tweaker and follow thew instructions there or scroll down, since I copy pasted them below.

Step 1: Modify your system hosts file

In order to tell PSO2 to try to connect to the proxy instead of PSO2's official servers, you need to modify your system's hosts file.

To do this, first open notepad as administrator by finding it in your start menu (or start screen on windows 8(.1)) and right clicking on it, then selecting run as administrator.
Once notepad is running, go to File-> Open and paste in this file: C:\Windows\System32\drivers\etc\hosts
At the bottom of your hosts file, paste the following lines of code:

As part of the encryption system (https://github.com/cyberkitsune/PSO2Proxy/wiki/Encryption) in PSO2, you'll also need a custom RSA public key for this server. It should be called publickey.blob and it should be in the same folder as pso2.exe, the pso2_bin folder.

Download publickey.blob (http://pso2proxy.cyberkitsune.net/bluepill/publickey.blob)

Step 3: Download the RSA pubkey injector

Due to a bunch of technical reasons that you can read on our wiki page on encryption, (https://github.com/cyberkitsune/PSO2Proxy/wiki/Encryption) you need to inject custom RSA keys into pso2. We made a proxy ddraw.dll to take care of this, you simply need to download the zip below and extract it in the same folder as pso2.exe

Due to technical limitations, you will need a new ddraw.dll every time pso2 updates! Adjusting the dll to work with the new patch is usually quick, but in some cases it may not be. Be sure to check the download page every time to make sure it'll work great!

PSO2Tweaker users: The current version of PSO2Tweaker does not work with -nodllcheck. Use the offical launcher with the hosts file patch above or set ddraw.dll as read only in explorer!

Step 4: There is no Step 4!
