Bad Freezing/Stuttering

I started playing again and I've been getting these weird, bad freezes/stutters pretty consistently while playing. When I first load into the lobby it freezes for like 5 seconds and then goes. Walking around just causes freezes/stutters as well. The game's sound doesn't stop, but my character's movement and everything else keeps freezing/stuttering, and my computer like blocks all input whenever it happens for longer than a split second.

All other games work just fine. I'm running PSO2 on an SSD, i7 CPU and 970 GTX with 12GB RAM. When I close the game, my whole computer freezes for another like 3 seconds the same way.

Any idea what is causing this? It happens even on minimum graphics, and the game runs at a smooth 60 FPS++ when it doesn't stutter.

Try playing without the English patch. Do a file check so it can restore your game back to normal and test it out.
