Trouble with Akikos Frying Pan

I went through the WEAPONS quests, I got authorization from all the members, but when I go up to the guy in Special Delivery a second time, he doesn't tell me to talk to his wife to get the weapon.

What happened?

Did you finish the quests after you got the approvals? The approvals won't save unless you do. And you have to redo Claiming a Stake, as you can't get an approval there the first time through.

Yeah, it was the best I had for awhile too, now I just use it when I feel like using my Ku-King martial arts style on a boss.
