I have over 1000 hours with 8 characters and I cant find anything good. Some say that Luck effects this and others say it is your internet time. I want to know which is true.

Luck has noting to do with finding rares. Luck only deals with the frequency of Critical hits. Time played doesn't have anything to do with finding rares either.

only thing that has to do with finding rares is real life luck

this is a very old and still fairly un-answered question. there is a good item about this on thei web site http://www.gcpso.tk but i think it is just beats and modes that help find rares.
