XBox: Question about hunting rare items online and offline

Is there a better chance to get rare items online than there is offline? Sorry if this question was answered numberous times, I couldn't find any info.

You have a better chance finding rares offline, but you can find a good amount of rares by doing the Heat Sword quest.

Most of my rares I found were offline.
