I see no youtube link or embedded video though, if you have a gamepad plugged in, make sure its sticks are in the neutral position if the cam is rotating in circles.

Have you checked the Camera Settings under Basic Settings. There should be Horizontal Rotation Speed and Vertical Rotation Speed. If too high move it to the left to slow it down.

Also, if your using a mouse that has DPI, click on the DPI Button on your mouse to change the mouse speed.

If its not one of those, check your Mouse Settings in your Control Panel.

Try re-installing the mouse driver.

Control Panel > Device Manager
Mice and other pointing devices
↳[The mouse your using] right-click and uninstall

unplug your mouse and plug it back in so it can install the driver.

If it still causing the same problem you can try to re-install the game if you haven't already done that.

Does it cause the same problem on other games or is it just pso2?

Right click on your pso2.exe
select "Properties" and click "Compatibility"
check the box "Disable display scaling on high DPI settings."
"Apply" the setting and click "OK"

Wow that is amazing, this works for me. I didn't have to click "Compatibility" but only check the box "Disable display scaling on high DPI settings." works.

Now the camera doesn't move on it's own when I move slowly
