PSO2 Error code 230

My friend been having Error 230 ever since he tried to play PSO2 again (he quit for a while and decided to come back) and we have no idea how to fix it.

He start the game, it takes a longer time to load the ships, all ships are grey, he type his login information and then he get error 230, and I know he's not blocked because he can login on pso2.jp just fine

What we tried so far:
"Analyze Install for Issues" With PSO2 Tweaker
"Check for Deleted/Empty Files" With PSO2 Tweaker
"Check for Old/Missing Files" With PSO2 Tweaker
"Fixe Gameguard Errors" With PSO2 Tweaker
"Fix PSO2 EXEs" With PSO2 Tweaker
Deactivate Antivirus/Firewall
"ipconfig /flushdns" in CMD
Restart Modem/Router
Tried to login with PSO2Proxy (CyberKitsune's)

Error 230 is a DNS error, did they check if their router/modem was blocking ports to allow pso2 to go through?

We tried opening ports 12000-12999 but he still get the same problem and there wasn't any setting to block ports on his modem/router configuration. His ISP his Bell by the way.

netsh winsock reset
