PSO2 Random lag after upgrading PC

So earlier today I went out and bought a new motherboard, CPU, and some RAM. After logging onto PSO2 I've noticed that every minute or so, the game becomes unresponsive for 3-5 seconds before resuming. My current specs are:

ASrock 970 Fatal1ty 970 MB
AMD FX-8350 (8-core, 4.0GHz)
AMD Radeon R7 260x
Ballistix 8GB DDR3 1600MHz RAM

I'm running the game with the exact same settings (Maxed out). My old setup consisted of 8GB DDR2 RAM, and an AMD 2.4GHz quad-core CPU. The game runs fine otherwise, but the short freezes get annoying after a while.

Hmm did you change hardware and did you reformat since sometimes it can cause issues if the hdd has software and hardware ID info from the old MB and such.

I hadn't reformatted, since everything else loaded fine and all my drivers still worked. I have a lot of my stuff backed up if I have to, though.
