I had them. They were so lovely. Then a foolish momment at a shop counter and I lost them. Noooo. How, where do these lovely guns appear?

Vulcans show up late in Very-Hard and Ultimate difficulty, and you can randomly find them for sale in the Ultimate weapon shop at level 151 or higher. Charge is a random special and may or may not appear. Skyly has the lowest chance to find Vulcans (and cannot even buy them from shops unless playing under someone else's ID) and actually finds them later than other IDs. Purplenum is the best ID for finding mechgun-class weapons like Vulcans, and Whitill is second best.
