Is the fan speed bugged for sapphire R9 390 8GB nitro?
And doesn't show Gpu clock settings

Did you update to the graphics drivers from the manufacturer's website rather than from the disk?

Also that fan speed is normal since fan speed is set to auto by default and it will change speeds depending on temp on the gpu sensor.
