needing help with account creation

Helped my friend make an account. And I did it the exact same way I had made mine, but his is saying it isn't registered. I'm kind of at a loss on how to fix it. Any suggestions or help would be appreciated.

As in he is getting error 678? If that's the case, he needs to go here: https://cha.isao.net/profile_oem/OEMLogin.php?product_name=pso2
Once he logs in there and accepts the ToS, he should be able to play.

So we figured out the issue, sort of. Now we just have to accept the terms and conditions, but the buttons do not translate so I have no idea which of the three I should be hitting. >.<
