The Sega of America page (http://www.sega.com/games/game_temp.php?game=psu&lid=gp_psu&lpos=hp_gamelist#) for Phantasy Star Universe was updated recently to indicate that they expect a Fall 2006 for the US XBox 360 version of the game. and steel no news if it will be cross platform with PS2 and PC personally i dont see what the techinical problems are in implamenting voice communication in the other 2, like we had a mic for PS2 and PC for ever seems like.... defentally the PC...
