Graphics stuck

I tried to raise my graphics settings but ended up lowering them, now when I try to reset them up to high graphics they stay at the lowest level, how to raise the graphics back? I tried with the sliders ingame but they make no difference, and I have no access to the shaders.

Delete file [MyDocuments]/SEGA/PHANTASYSTARONLINE2/user.pso2

And then run JP launcher to generate new file.
Any config stored in this file will be discarded however, you will need to readjust everything accordingly to your own liking again.
