Stuck on the story quest 081-C

For some reason, I can't proceed with the story quests. It's the quest that introduces Las Vegas. Clearing out everyone in the image I posted in will trap me in the area. Is there anything I missed? Or is it a work in progress?

Just found out that there should of been a cutscene where a phantom truck appears, however it doesn't and I am just stuck in the area shown in the screenshot.

I would advise to run a file check (with the Tweaker hit "Check for PSO2 Update (Old Method)," or with the official launcher, hit the third of the big buttons at the top), and then try to run it with just the base English patch installed (no Large, no Story).
