I've heard about downloadable quests, and supposedly Seat of the Heart was going to be one, but how do you download quests to a memory card? Are there any that you even can right now?

It's an online 1p quest, not a download. Once they put DLable content up, you will be able to access it on the log in screen. Under ship select when you first log on, there will be an option that says "downloads". Choose that and you can pick the quests they have for download. This is how the dreamcast was set up, and I imagine the GC will be the same, if there ever is downloadable content that is =/
