Is PSO2 like RF or PW?

I was wondering the race battle system of PSO2 before I download the game. Is it like RF(Rising Force) where all races are enemies? when a different race meets another they start killing each other. or is it like PW(Perfect World) where we need to go to PK mode before we kill someone? thx

99% of PSO2's gameplay is Player versus Enemy type, not PvP.
1 PvP mode exists in PSO2 but I consider it bad as it's fixed equipment which you don't really choose.

There's no world PvP in PSO2. The only PvP you'll encounter really is in Battle mode, and in that mode it's more like an arena match between two teams of players using fixed gear.
