If I bought a new xbox would I be able to transfer my characters?

Yes but you will need a memory card to transfer them to. I don't know if you can save the characters from the memory card to the Xbox hard drive because I never tried. Go to "Single Player" then highlight the character you want to move then hit "Move". Then a screen will come up were you choose the memory card you want to use and save it. Then you take the card to your new Xbox and see if you can save him to the hard drive.
