Unless I'm mistaken, you exchange photon drops with some guy named Hopkinds who's on the lower level of the Gallon's Shop quest, under the hospital, down by the area where the telepipes appear, right?
I can't seem to get him to show up. I've gone into the game with photon drops in my inventory; no luck. I've gone into the game with no photon drops, then taken them out of the bank; no luck there, either.
Is there some trick to get him to appear?
