Having trouble downloading from Microsoft store

When I try to download it from the Microsoft store, click on my computer for devices to download it to, I see a message under my computer's name saying "waiting for O.E.M. permissions" and it won't download it. Does anyone know how I can fix this?

Is it a genuine version of win 10?

It might be. The computer I have is a hand-me-down (used to belong to my brother). I know he went to a local computer shop and had them build it, but that was years ago (2012-2013 I think, not too sure about that).
