Technique Disks higher than 15 - where are they :)

Are Technique disks higher than 15 not available until Ultimate?

All my techs are at 15 and I cannot find higher even though I have played through VH Ruins (have not tried Episode 2 on VH yet http://www.pso-world.com/psoworld/images/phpbb/icons/smiles/icon_smile.gif

And I am Pinkal to boot.

Just curious if its a case of the usual bad PSO luck, or if I really cannot find them till Ultimate.

Yup. Level 16+ disks don't start appearing until Ultimate. In the Forest and VR Temple you can find between level 13 and 20. Level 30 disks start showing up as early as the Mine, but are really uncommon until the last area of the Ruins and Seabed (and even then they don't show up very often).

you can find techs in the 20s in the forest of Ultimate. I wouldnt count on any good techs in VH.

I have found likes of ones from 20-28 in the Ult Forest when I had my HUmar.
