How do I make Guldmilla?

So I can only make it at level 100? And do I need to have 190 ATA at level 100? Or can I have like 150 ATA and still make a guldmilla but not use it?

You need to meet those minimum requirements inorder to combine them, same goes with any other combination, regardless if your going to use them or not.

It is possible for a character in hard mode to have 210 base ATA.

I think you're misunderstanding. You need to have, at minimum, level 100 and 190 ATA. You don't need to have exactly level 100 with 190 ATA. You could do it at level 135 with 207 ATA.
