I went to Gallons Shop today and when i talked to him he said nothing about photon drops.What am I doing wrong?

Gallon doesn't exchange the PDs.

There's a FO near the hospital...let me rephrase that...there's supposed to be a FO near the hospital that'll exchange them. ST hasn't uploaded that part of the quest yet.

The guy is down that little ramp thingy (across from the shops) and in a ally over by the hospital. Atleast that is where he is at on the GC version.

Arggg. I was wondering what was going on. I loaded thqe quest in 3 different difficulties trying to find the missing FOnewm.
