Section ID for rares?

Like, i kinda heard it throught the grapevine that the best section id to find rares is the pinkal... but like, i did find some cool rares and i'm a whittil, but a friend of mine that is pinkal has the DOUBLE amount of rares, and he claims to have found them all, no trades... They all, basically, have the same probability. There's a guide here for item drop rates, though, which will show you about how hard it is to get a particular rare for your ID. Anyone who finds twice as many rares than you is probably just lucky (assuming they don't trade, dupe, etc.).

Rares = (time + patience + luck)/item quality
