Heaven Punisher (Pls explain when and how it works)

Can any1 please explain when I can use the Heaven Punisher's special effect? Do the 100 beats count when punisher is in the bank? Because I don't want to have the item unequipped when online. So, should I just start off using another weapon until the 100 beats are up?

you can only use the special at even 100 beat intervals. so you can use it during the 000's 200's, 400's etc.
