where in forest do i find mag cells??

Mag cells are random drops from boxes - they can happen anywhere. So try all the boxes in Forest.

I thought mag cells only dropped from special rappys (i.e. easter rappy or love rappy), but thats just me.

That's for Gamecube. They're from boxes or enemies in Dreamcast PSO.
