i was wondering if there was an item/weapon that reduced TP cost significantly ... i know Sorceror's Cane reduces TP cost by 10% (at least i think it does, i don't notice on my force if it really does though)

Psycho Wand reduces TP cost by 50%, but steals HP at the original technique cost each time the technique is cast.

Dark Bridge reduces TP cost by 50%, but steals HP at half the original technique cost each time the technique is cast.

I'm not sure if there are any more. Those are the only other two I know of besides the Sorceror's Cane.
