Where do you find or obtain a mag cell?

I always see these really cool looking mags, but have yet to find these mag cells. Where exactly do they come from?

Holiday Rappies online during Christmas or Halloween. They can only be found online, sorry for anybody who is offline only like me. The Rappies replace the Love Rappies in the Temple.

I am offline only also, so I can't get any of the cool new mags. I think they should have allowed it to be obtainable offline but just with a *really* slim chance of getting one.
