On Episode II offline do you have to beat Normal then Hard and so on? I have Episode I unlocked and it lets my play Episode II at the same difficulty as my Episode I is unlocked.

I think you just answered your own question.

If you beat the game on either episode, it unlocks the next difficulty for both episodes, like you said.
