Techs Glitch?

A few minutes ago I was leveling up a new Fonewm that I had made. After reaching level 21 I went to my bank to see if I could use any new techs. For some reason it said that I could use Deband level 12 and Barta level 9 even though my Barta was only at level 6 and my Deband was level 5. I was like "wtf there is no way this is gonna work". I then proceeded to use the techs. It worked... so I skiped 7 levels of Deband and 3 levels of Barta. Has this ever happened to any of you?

You don't have to learn techs 1 level at a time. In the description on the disk, it gives numbers which list the requirements to learn, and the MST you possess. If your MST is high enough to learn the tech, then you can learn it - easy as that.
