Is Secure Feet armor or a shield ??

Hi I was just wondering if anyone knew rather secure feet is a armor or a shield because I am wondering if I shouls look for Secure Feet and a stand Still shield http://www.pso-world.com/psoworld/images/phpbb/icons/smiles/icon_smile.gif ???

Just keep in mind that Secure Feet is RAmar only. And if you want a suggestion on which one to look for, I suggest the Standstill Shield for its much higher DFP.
