i have just recently found a Grass Assassins Arms and where in the hell do i bring them so i can actually have the Sabers?

Once you complete all the offline quests (in any difficulty) you need to reenter a quest that has Dr. Montague in it, like "Unsealed Door". Have the arms with you and talk to him, he will then make the sabers for you. http://www.pso-world.com/psoworld/images/phpbb/icons/smiles/icon_smile.gif
