Simple: if an ISP uses a custom dialer, then it doesn't work.
Those that I am referring to:
AOL
NetZero
Juno
Compuserve
Prodigy (are they still around?)
ISPs That Work:
Earthlink
MSN (it's works so well, three people can log into the same account at the same time, but it requires a slightly tricky scheme to be used)
AT&T
MyExcel.com
Other, lesser known ISPs (like MyExcel)
Though, if I remember, Earthlink does kind of use its own dialer, but it still works since they were given the liberty to take over Sega.net when it went down, so that should enable people to use it. If I remember, the Dreamcast's early days were also affiliated with AT&T so that it could be used in online play.
