What is Hit % on a double saber/weapons

i have notice that some of my weapons have "Hit %" what is that? more accuracy? more damage? what exaclty is it?

If a weapon normally adds 10 ata, then with 10% hit, it would give you a total of 20 ata. If it had 30% hit, it would give you a total of 40 ata.

Strictly affects accuracy.

Isn't it funny how Hit% isn't even a % at all? It's just the number that's added to your ATA.
