How do you add a special to a S-Rank Wep?

This has probably already been posted, but I searched through the forum index and could not find anything. I read the post about the most practical s-rank attribute, and that was helpful, now if I could only find out how to add the special to my s-rank, your help will be greatly appreciated.

Thats the gallions shop quest guide. In there you see the location of Hopkins, just go to him with your weapon and photon drops and you can add the elements to your S-Rank.
